The photographer is Rikard Laving (site: https://www.photoeye.com/bookstore/artist/Rikard-Laving couldn't find any PJ pics there, though... he doesn't even mention this photo set... how can you take pro-shot photos of PJ Harvey and not boast about it on your site is beyond me) and the photo was taken surely before 2000-11-29, date of the above mentioned article.
This could be one of the best 2000-2001 era photos, but unfortunately the image quality is quite low.

Something happened today. I was moved, I was happy. Let me tell you:
Exactly 23 years ago, in 2001, I saw a PJ Harvey concert as part of the Istanbul Jazz Festival. This concert, which I saw as a student, had such an impact on me that we decided to publish our first magazine, Lull, that evening. This moment will always remain in my memory as the first moment I began my professional journalism career.
I will never forget that night, in a completely different Turkey, dreaming of a completely different future, as we walked from the Harbiye Open Air Stage to Gizli Bahçe. It was at Gizli Bahçe that my friend Alkan Avcıoğlu, now an artificial intelligence artist, and I decided to launch Lull.
A whole 23 years have passed. Today, that magnificent Istanbul Jazz Festival, where I saw PJ Harvey perform, has appointed me to its advisory board. This means a great deal to me. I extend my endless gratitude to the entire İKSV team for deeming me worthy of this honor.
The PJ Harvey photo above was taken at Harbiye Open Air on July 11, 2001. It was the exact night I decided to start my career. Who was there? I'm so glad you were there. I love you all.
